Katherine Holtz, P.E., has joined VRX as Director of Technical Training to develop and implement technical training programs for VRX, our clients and partners. She recently retired from 25 years of service at TxDOT. She has extensive experience and knowledge in materials engineering, design-build procurement and project management, construction contract management, construction engineering and inspection, maintenance program management and inspection, as well as training.
In 1993, Katherine worked with the AGC and the Texas Hot Mix Asphaltic Concrete Association (TXAPA) to set up the Hot Mix Asphalt Center, which trains and certifies TxDOT and contractor employees in testing and inspection of asphaltic concrete pavement. While at TxDOT, Katherine developed and presented numerous training courses in testing and inspection, specifications and plan reading. She recently managed the Design Build 101 training program developed by TxDOT and the AGC, and she supervised the development of various manuals and training classes for the procurement, design build and maintenance phases of TxDOT’s alternative delivery program that are found on TxDOT’s website. Katherine will use this technical and training experience to launch a construction inspection training program for VRX.
Katherine currently is a member of the Transportation Research Board Standing Committee on Quality Assurance and the Standing Committee on Project Delivery Methods. She is certified as an American Quality Association Quality Manager/Organizational Excellence and Quality Auditor. She is recognized as a DBIA Associate and is an American Society of Engineer Master member. In addition, Katherine is a registered Professional Engineer in Texas, Utah, and Colorado and has 19 TxDOT precertifications.
