On behalf of the Granite-Obayashi Joint Venture, VRX provided site-specific environmental plans and procedures for the Finegayan Phase 1 Utilities & Site Improvements Design-Build project in Finegayan, Guam. The project is an interesting one: As part of an international agreement with the government of Japan, the U.S. Department of the Navy is relocating 5,000 U.S. Marine Corps (USMC) military personnel and 1,300 dependents to Guam.
Major construction activities will occur mostly in the northern region of Guam with facilities, roadway, and utilities projects. Improvements to existing facilities and infrastructure, including utilities (power, water, wastewater, and IT/COMM) and roads are also planned to meet the future demands of the military relocation.
Eric Huff served as VRX’s environmental manager for this project. He was responsible for the development of the project-specific Environmental Management Plan, Hazardous Analysis and Critical Control Point Plan, Waste Management Plan, NPDES-compliant Storm Water Pollution Prevention Plan, and Dust Control Plan. These plans address demolition, site clearing and grubbing, grading, utilities placement, infrastructure and roadways, as well as construction of facilities, buildings, structures, and landscaping.
VRX developed these plans on an accelerated schedule and received Department of the Navy approval.
