As part of its ongoing operations, the North Texas Tollway Authority (NTTA) completed a comprehensive upgrade of the data center infrastructure at its Gleneagles Campus. The project included replacement of systems and equipment such as HVAC systems, uninterruptible power supplies (UPSs), clean agent fire suppression and associated heat detection systems, underfloor leak detection, lighting, ceiling, and flooring.
Leveraging its in‑depth familiarity with the facility, VRX served as NTTA’s owner’s agent throughout both the design and construction phases. VRX conducted detailed design reviews at each partial submittal and acted as NTTA’s primary technical reviewer, providing specialized expertise in the emergency power off (EPO) system, HVAC systems, system interconnections, and circuit breaker testing. A key design constraint required the data center to remain fully operational throughout the project, with no disruption to data processing equipment.
During construction, VRX performed on‑site observation and inspection across all project disciplines, temporarily disabled the existing EPO system to facilitate its replacement, reviewed contractor procedures, and evaluated circuit breaker testing results. NTTA required VRX’s presence for all critical activities, including equipment shutdowns, startups, power transfers, and testing, to the extent that construction schedules for critical work were adjusted around VRX’s availability.
In addition to core oversight responsibilities, VRX completed several special assignments at NTTA’s request, including:
- Verifying and locating the HVAC pipe trench drainpipes
- Evaluating required electrical and mechanical infrastructure upgrades to support potential future UPS capacity increases
- Determining and explaining the risks associated with alternative testing approaches for the new EPO system
